Principal – Luke Fraser, BA (Hons) UniMelb; M Mgt UNSW Business School

Luke is one of Australia’s leading economic reform practitioners in the transport and regional infrastructure development sectors. He has twenty years of experience in public policy in government and industry, particularly the transport and Defence sectors, much of this at a leadership level. His CV blends senior government policy and leadership roles with national transport industry group representation followed by many years in business.

Luke has earned a strong reputation for developing practical road investment charging reform, particularly aimed at delivering discounted travel to drivers while encouraging tax reform and productive market investment in brownfield parts of this asset. He has spent almost 15 years at the leading edge of this field and has been involved in successive reviews of road and rail pricing, investment and market reform. Juturna was a prominent retained expert advisory for Infrastructure Australia in these fields in the years after its inception. Luke was appointed by Prime Minister and Premiers to the Council of Australian Governments Road Reform Board in 2012 and has been the policy architect of the Australian Rural Roads Group – a local government road investment reform body – since 2009.

In 2016 he led Juturna’s development of the world’s productive first fuel tax rebate-based direct road charging trials and proof of concept, for the South Australian government.

Luke is passionate about bringing productive market investment to regional and rural communities which tend to be overlooked for large-scale capital investments; he has authored market reform-led reviews of regional infrastructure and supply chains, such as for Mount Isa – Townville (2012); Tasmania (2013) and Port of Geelong (2014).  Increasingly, Juturna is working to place market investment structures around such places.

*Mr Andrew Cardwell – an accomplished, London-based project (PPP) commercial director with an engineering background, respected as having some of the most advanced practical experience and success in developing productive city infrastructure deals worldwide. Over 15 years of multi-billion dollar infrastructure deal structuring, leading winning bid teams, skilled in project business case origination and successful closure of major investments, including transacting the $5 billion UK Street Services PPP concession in Birmingham (for Amey UK).

*Mr Adam Bisits – a leading Australian solicitor with a corporate and regulatory practice, specialised in competition reform, including a body of work and publications in transport-related access and market reform matters.

*Mr John Zeitsch – one of Australia’s foremost economic modellers; head of economics for many major Australian firms; a former Australian Industry Commissioner (ie Productivity Commissioner) and ex-OECD economist. Mr Zeitsch has a strong portfolio of transport and regional dynamic economic model building and analysis.
